Deconstructing and Critiquing Glaesernomics Urban Policy 글레이저노믹스 도시정책 담론의 해체와 비평: 이재열¹, 김종근^2†

Abstract

This article is designed to deconstruct and critique a dominant urban policy discourse Glaesernomics, which is found to comprise of five key policy prescriptions that ① support urban agglomerations as an ideal policy space over suburbs; ② prefer public investment targeting at people rather than places ③ prioritize consumption over production as urban economic base; ④ encourage policy measures aiming at self-reliance while discouraging welfare; and ⑤ promote strong city leadership able to dampen civil discontents and complaints. The Glaesernomics policy package as such relies on a set of binary oppositions, in and through which the positive self and the negative other are distinguished and in turn overvalued/undervaled. Such a dichotomous discursive technique, however, is observed to form policy dilemmas instead of making urban problems in question solvable. Besides, neoliberalist ideology politics immanent to the Glaeserian policy prescriptions and an issue of institutional incompatiblity (particularly with spatial Keynesianism) are also discussed.

이 논문은 경제학자 Edward Glaeser의 영향력에 따라 지배적 도시정책 담론으로 부상한 글레이저노믹스를 해체하여 비평한다. 우선은 다섯 가지 핵심적 도시정책 처방에 주목한다. 이 담론에 따르면, ① 교외보다 도시 집적이 이상적 정책 공간이고, ② 도시정책의 표적은 장소가 아니라 사람이 되어야 하며, ③ 생산보다 소비에 기반한 도시경제가 바람직하다. 그리고 Glaeser는 ④ 복지보다 교육, 직업훈련, 기업가정신을 통한 개인의 자립을 우선시하며, ⑤ 풀뿌리 시민사회가 중심이 되는 상향식 참여 민주주의보다 강력한 권위주의적 시정 리더십을 더욱 효과적이고 유용한 거버넌스 양식으로 제시한다. 여기에서 긍정적인 자아와 부정적인 타자를 명확하게 구별하는 이항 구도의 대립 관계, 즉 이분법 논리를 동원해 나름의 도시정책을 정당화하는 담론의 성격을 포착할 수 있다. 이러한 이상화/타자화의 담론적 기술은 도시 문제의 해결책으로 이어지기보다 정책적 딜레마의 상황을 조성하는 경향이 강하다. 아울러, 글레이저노믹스 정책에는 신자유주의적 이데올로기 정치가 내재하고, 공간적 케인스주의와 제도적 호환성의 문제를 일으킬 소지도 있다.
