South Korea is facing a severe decline in regional population due to aging, low birth rates, and urban concentration in the capital region. To address regional depopulation, this study applies the 15-Minute City concept to define sustainable living zones and conducts an empirical analysis focused on Gangwon Province. The findings reveal that only 23 out of 87 living zones (approximately 26%) in Gangwon Province exhibit sustainability, while some Urban Regeneration areas at the township or district level still lack viability. These results highlight the necessity of shifting from administrative boundary-based policies to strategies centered on practical living zones for effective Regional Depopulation mitigation. Moreover, the study demonstrates that Network-Based Catchment Area analysis can effectively delineate precise 15-Minute City zones through spatial analysis, reinforcing the role of Social Overhead Capital in sustainable urban planning.
대한민국은 고령화, 저출생 및 수도권 집중으로 인한 지방의 인구 감소가 심각한 상황이다. 이에 대해 예산을 효율적으로 투입하여 지방 소멸 문제에 대응할 수 있도록 15분 도시 개념을 적용한 지속 가능한 생활권을 정의하고, 강원도를 대상으로 실증 분석을 진행하였다. 연구 결과, 강원도 내 87곳의 생활권 중 약 26%인 23곳만이 지속가능성이 있는 지역으로 나타났으며, 반대로 읍·동 단위라도 지속 가능하지 않은 지역이 존재함을 확인하였다. 이러한 연구 결과는 기존 행정구역 중심의 정책에서 벗어나 실질 생활권을 기준으로 하는 지방 소멸 대응 전략이 필요함을 시사하며 공간분석을 통해 구체적인 15분 생활권을 도출할 수 있음을 보여준다.
